If your group applied for the Universal Life with LTC in WA in September or October of 2021 - 
 - Allstate currently has an SLA of 4-6 weeks on certificates of coverage and online access to policies
 - Allstate currently has an SLA of 3 weeks on Access to online Billing Portals
 - SOME paper invoices MAY be missing employees.  This is NORMAL as not app applications issue through the system at the same time.


 - Because of the massive response to this program, Allstate appreciates your patience as they work through all of the enrollments that were received during this 2 month period.

WA Cares Fund

 - The Washington Cares Fund (formerly known as the Washington Long-Term Care Services and Supports Trust Act), established a new state program to pay benefits for long-term care services received by qualified residents.
 - ​The program will be funded by a mandatory premium assessment (payroll tax) of 0.58% on all W-2 employees in the State of Washington starting on January 1, 2022.
 - Employers are responsible for collecting the tax via payroll withholding and remitting the premiums to the Washington Employment Security Department (“ESD”).

Can I Opt Out?

 - An employee who is over the age of 18 can apply for an exemption from
the premium assessment if they attest to having purchased long-term care
insurance before November 1, 2021.
 - The ESD will accept applications for this exemption between October 1,
2021 and December 31, 2022. It is the employee’s responsibility to apply
for exemption.
 - ​If an exemption is approved, individuals will not be required to pay the tax
to fund the program and will be permanently barred from receiving benefits
under the Washington Cares Fund program.

 - You can do nothing.  On Jan 1,2022 employers will begin deducting from their  employees (who have not opted out) W2 wages to fund the state program.
 - You can shop for and purchase Individual Long-Term Care Insurance
 - Employers can offer group coverage to their employees through our program or another group option.

What are my options?


We offer an employer-sponsored group life insurance program that qualifies for employees to opt out of the WA Cares Act.  Not only does this program allow for employees to opt-out, it can provide deeper benefits than the state's program.

 - COMPLETE enrollments between 9/24 and 10/11 will have 10/15 Effective date
 - ALL enrolment portals will close on 9/22 AT THE LATEST
